Fix scroll broken on mobile - remove overscroll-behavior:none and webkit-overflow-scrolling:touch from globals

Both were added in the last mobile optimization and caused touch scroll
to stop working on Android/GrapheneOS browsers:
- overscroll-behavior: none on html/body blocks native touch scroll
- * { -webkit-overflow-scrolling: touch } on every element interferes
  with the browser's native scroll handling
