fix(marketplace): show an outage instead of an empty trade/reputation state

TradesPage, SellerDashboard, TradeReputationPanel, TradeReputationCard and
ShippingStatusCard now surface a relay outage explicitly instead of
rendering nothing-waiting / no-trades / hidden reputation. Shared
marketUi.loadFailed (en/es).
