Fix CreateTourPage crash: add missing usePlatformFee import

CreateTourPage called usePlatformFee('featuredTour') but never imported the
hook, causing a "usePlatformFee is not defined" ReferenceError that crashed
the /create-tour page. Added the import to match the other pages that use it.
