### Weekly draft (kind 30078)
`scripts/newsletter-weekly.ts` publishes the generated issue as a **public
NIP-78 draft** before an admin publishes it:

The draft is authored by an admin and read only by the admin composer. It is
plaintext/public (no subscriber list, keys or private messages) and is **not**
an issue: subscribers only see a later kind-30023 publish. Set
`NEWSLETTER_AUTOPUBLISH=1` to have the same run publish the issue and teaser.
